Many Nigerian importers pay for a China order and then discover they hired the wrong kind of company. They thought the person buying their goods would also ship and clear them, or the other way round. Then the goods are late or damaged, and nobody agrees whose fault it is.
This guide explains the difference between a procurement agent and a shipping company, who is responsible at each stage, and what to ask before you pay either one.
Quick answer: A procurement agent buys and checks your goods. A shipping company moves them. A clearing agent gets them out of the port in Nigeria. They are three different jobs, and the moment of hand-over between them is where most disputes start.

What a procurement agent does
A procurement agent works for you at the place where the goods are made. The job usually covers:
- finding suppliers and comparing quotes;
- negotiating price, order terms and lead time;
- checking that the goods match your specification;
- documenting the goods with photos and video before they leave;
- handing the goods over to a shipping company.
The agent’s work ends, or changes into follow-up, at the hand-over. For a longer explanation, read what a sourcing agent in Nigeria does.

What a shipping company does
A shipping company, or freight forwarder, moves the goods from the origin to Nigeria by sea or air. It books the space, handles the transport documents and tracks the cargo. It does not normally choose your supplier or check the product itself. Many shipping companies also offer clearing at the port, but it is a separate service with its own charges, so ask for it to be listed.
Procurement agent vs shipping company: side by side
| Procurement agent | Shipping company | |
|---|---|---|
| Main job | Finds, buys and checks goods | Moves goods by sea or air |
| Works | At the source, where goods are made | Between the origin and Nigeria |
| Responsible for | Supplier, specification, checks, hand-over | The goods while in transit |
| Timeline | Sourcing and inspection time | About 60 to 72 days by sea, 7 to 14 days by air, counted from the day goods ship |
| Ask for | Written scope, fees, photos and video of the goods | Written estimate, tracking, what is insured, who clears |
Why the hand-over matters
Most importers focus on price and forget this step. When goods pass from the procurement agent to the shipping company, ask these questions and get the answers in writing:
- Who receives the goods, and when? Get the date and a receipt or confirmation.
- What condition were they in? Photos and video taken before hand-over are your evidence if something goes wrong later.
- Who is responsible from that point? Usually the shipping company, once it confirms receipt.
- Is the cargo insured, and by whom?
- Who clears the goods in Nigeria? And which charges are included?
If goods are damaged or lost, a clear record of the condition at hand-over decides who has to answer for it. Keep every photo, video, receipt and message.

Can one company do both?
Some can. That is not a problem, as long as you know which services you are paying for and who is responsible at each stage. Be careful when a company promises to buy, ship, clear and deliver for one low fee and will not put the scope in writing. Our guide on how to find a reliable China agent in Nigeria lists the checks to make first.
How Hind Procurement Services handles it
We are a procurement company, not a shipping company. We keep the roles separate on purpose:
- We source and check your goods in China, Turkey and Dubai: heavy machinery, equipment, furniture and fashion items. We work in bulk and inspect and document every order with photos and video.
- We hand over to your chosen shipping company, or to one we assign. Once the shipping company confirms receipt, it is responsible for the goods in transit.
- We keep following up with the shipping company and keep you updated until delivery.
- Heavy trucks: shipping and clearing to Lagos are separate costs from the truck price. See our heavy truck procurement page for estimates.
- You can verify us: Hind Importation Brand Limited, RC 7173495, with offices in Abeokuta and Guangzhou. Read the China importation agent page and our Terms and Conditions.
Frequently asked questions
Do I need both a procurement agent and a shipping company?
You need both services, but not always two separate companies. Ask any company that offers both to list what each one covers and what it costs.
Who is responsible if my goods are damaged in transit?
It depends on the written terms and on what insurance exists. Photos and video of the goods before hand-over, and the shipping company’s confirmation of receipt, are the key evidence.
Can I choose my own shipping company?
With Hind Procurement Services, yes. We hand your goods to the shipping company you choose, or to one we assign if you do not have one.
Does a procurement agent clear goods at the port?
Not usually. Clearing at the port is done by a clearing agent, often the shipping company or a company it works with.
How long does shipping take?
Sea freight takes about 60 to 72 days and air freight about 7 to 14 days, counted from the day goods ship. These are estimates, not guarantees.
